The National Onsite Demonstration Program (NODP), established in 1993, was developed to encourage the use of alternative, onsite and wastewater treatment technologies to protect public health, ensure water quality, and sustain the environment in small and rural communities. Funded through the U.S. Environmental Protection Agency (EPA), and directed by the National Environmental Services Center of the National Research Center for Coal & Energy at West Virginia University, the NODP focuses on providing communities throughout the country with cost-effective alternatives to full central sewage systems.

In 2005 Dr.Kathleen Halvorsen at Michigan Technological University, in her survey of the regulatory capacity of Great Lakes States health agencies funded by the Joyce Foundation, listed Benzie-Leelanau HD as an outstanding entity: Strengths and Weaknesses of Great Lakes Onsite Sewage System Regulatory Programs
